Some NPCs that are associated with a faction may be willing to give you missions if you have an appropriate amount of standing with them.

How To Get A Mission

If you 'ask <npc> about mission', mission giver NPCs will either award you with a mission or tell you why you are not currently eligible. Sometimes you will be denied a mission for various reasons - maybe you just finished one for them and they don't have anything for you to do, or maybe just because they don't like the cut of your jib. Your personal popularity will influence whether or not they are willing to give you any missions.
